sounds like the locator doobie has fallen out when you pulled the old tensioner off. it's what holds the base of the tensioner to swivel/move back and forth on the bolt. is why your whole tensioner is spinning.
i cant find a detailed enough pic at the moment. but on the oil pump casing below there will be a hole that the little cylinder doobie comes from. hold the tensioner in place with the center bolt (no spring) and you should be able to find it's location looking at the little hole in the base of the tensioner. (lower part). tap the cylinder doobie back into the hole with a small hammer.
