The fuel gauge works by having a float that sits at the top of the petol in the tank, so as fuel decreases, the float falls. Chances are it is either jammed, or the wire that goes from here to the gauge is broken.

    - Check float moves freely (it will be inserted above the tank through an inspection panel).
    - Check plug is plugged into the dash cluster.
    - Check wire for continuity.

As LeeRoy said check the above, but i would also think the chances are the resistor wiring in the tank is US or the float itself is US & full of petrol ( depending on what type of float it is )

A quickish way to check if the sender is US is to remove the plug which plugs into the sender unit in the tank & earth out the wire for the gauge, it should probably have 3 wires, one is the earth, the other is for the gauge light & the remaining other is the earth wire for the gauge, so earth out the 3rd one in my eg & if the gauge & wiring is ok, the gauge will start to move up .. Make sure you are earthing out the sender gauge unit though & not the fuel pump unit !!!!, they could be positioned close together in the tank .... But are seperate units usually ....

In my corolla the fuel pump is a seperate plug to the fuel level sender and low fuel warning light sender.

    is it a converted a70?

might need the right sender - digital or analogue depending on which dash it has now, and which dash it had originally

The fuel sender has a thin wire that is wrapped around many times, then there is a needle that contacts that wire at different points depending on the level in the Tank.

Take the fuel sender out, and check if that thin wire is ripped anywhere.

Then youll probably need the sender that hooks up to that dash. As a general rule, sender and gauge must match. It could also be the wiring for the gauge is just not hooked up though.

So a 1jz into cressida conversion should use the dash temperature gauge with the factory 7m temp sender attached to the 1jz.

If you've switched from digital to analogue, you're definitely going to need the right sender. With any luck, it should plug in, but it definitely needs to match.
