Photobucket has decided that letting people use its image hosting service to hot link to forums is not making it any money, so it has embarked on a program of breaking hot links made by people with free photobucket accounts. That is why you (and everyone else) see that "broken link" sign everywhere.
Their thinking is that after a few months/years of allowing it for free, it will be too much hassle for people to move all their pics to another site and remake the forum links. They expect that people will knuckle under and upgrade to the US$400/year (payable in advance) account that allows hot linking.
I don't like anyone holding a gun to my head, so I have moved a lot of my pics to other sites that allow hot linking from free accounts (at least forthe moment). It is a hassle and I don't like seeing broken links on forums either, but there is no way I would pay a cent to any business that pulls a stunt like that.
